This issue commemorates the twelfth anniversary of Zine El Abidine Ben Ali's November 7, 1987 seizure of power, when he removed the aging Habib Bourguiba from office through a medical coup, declaring the 84-year-old president mentally unfit to govern. Ben Ali's government minted anniversary issues regularly throughout the 1990s, and by 1999 the series had become an established vehicle for projecting regime legitimacy. The Arabic-legend variant was produced alongside a French-legend counterpart, distinguishing the two for different distribution purposes.
