The "Provisional Bank of the Republic of Kosovo" never functioned as a real central bank — this note was issued by a parallel Albanian-administered structure operating outside Yugoslav legal authority during the 1998–99 conflict period. Whether these notes saw any meaningful circulation as a medium of exchange, or served primarily as a political declaration of statehood, remains a matter of debate among specialists.

The watermark security is rudimentary by any standard, consistent with the limited production resources available to the issuing authority at the time.
