When Italian forces occupied Slovenia and Dalmatia in April 1941, they needed a rapid mechanism to control the Yugoslav currency already in circulation. The solution was a rubber-stamped overprint — "VERIFICATO" (verified) — applied to existing National Bank notes to distinguish those deemed acceptable for continued use under occupation authority. The process was administrative rather than monetary: it did not change the note's face value or issuing status, but it did subordinate the currency to Italian oversight.
Fraipont's original design had been engraved for peacetime banking. Deloche and Dreyfus — both associated with the French engraving tradition — could hardly have anticipated their work being commandeered by a stamp.
