In the autumn of 1991, as the Yugoslav federal structure collapsed and the new Croatian state struggled to establish a functioning monetary system, local organizations across Croatia issued emergency scrip to fill the vacuum left by a shortage of small-denomination banknotes. This piece was issued not by a government treasury or commercial bank, but by the Koprivnica Municipal Organization of the Croatian Red Cross — an arrangement that would be irregular in any stable monetary environment, but was entirely pragmatic under the circumstances.
Red Cross-issued scrip from this period is poorly documented in mainstream catalogs, and the Koprivnica issues in particular survive in small numbers.
