Issued to mark the 25th anniversary of the Anti-Fascist Council of National Liberation of Yugoslavia (AVNOJ), which held its second session at Jajce in November 1943 — the meeting at which Tito's Partisans formally declared a postwar federal state and stripped the government-in-exile of legitimacy. That session effectively decided Yugoslavia's postwar structure before the war had ended. The coin was struck in a modest proof edition intended largely for the collector market, with minimal circulation.
