Vietnam had no athletes competing at Albertville and no particular connection to the Winter Games, but the early 1990s saw dozens of developing nations mint Olympic-themed silver issues almost entirely for the collector export market. These were revenue-generating exercises under Đổi Mới economic reforms, which from 1986 onward allowed Vietnam to engage in hard-currency foreign trade. The coins were struck two years before the Games themselves — standard practice for this category of issue, maximizing the sales window.
