Vietnam's Olympic commemorative program in the late 1980s was largely export-driven — produced for foreign collectors and proof sets rather than domestic circulation, at a time when the country was still navigating the early years of Đổi Mới economic reform and had virtually no numismatic retail infrastructure of its own.
