Octávio Gouvêa de Bulhões appears across two of the three signature combinations here — unusual continuity for a series spanning the political turbulence of the early 1960s, which included Jânio Quadros's abrupt resignation in 1961 and the eventual military coup of 1964. Bulhões would later serve as Finance Minister under Castelo Branco and co-architect of the 1964–1967 stabilization program that ultimately replaced the cruzeiro altogether.
The "Valor Legal" overprint distinguishes this issue from earlier face-value designations, a bureaucratic change with real monetary implications during Brazil's accelerating inflation of the period.
