The State Bank of Ethiopia was established by imperial decree in 1942, replacing the Bank of Ethiopia and holding a dual mandate as both central bank and commercial institution — an arrangement that persisted until the National Bank of Ethiopia Act of 1963. This note's denomination in both Birr and Ethiopian Dollars reflects the transitional bilingual policy of the period, accommodating foreign trade documentation alongside domestic use.

Three different signature combinations appear across the P#16 series, with Blowers, Bennett, and Rozell each representing distinct periods of issue within the 1945–1956 window. Security Banknote Company of Philadelphia printed the series, though the question mark against the date in the printer record suggests the precise contract start has not been firmly established in the literature.
