That is not a 1978 print date; it refers to a signing or authorization date embedded in the note's series documentation, a common bookkeeping artifact in Thai issue records that gets misread as a press date. Thomas De La Rue produced multiple Bank of Thailand series across this period, and plate reuse between issues was standard practice.
