Abkhazia's monetary system is itself a political statement — the republic issues coins through its National Bank despite operating under Russian economic patronage and without recognition from any UN member state other than Russia and a handful of others. The apsar exists as a collectible instrument rather than a functioning currency, struck largely for the numismatic market with Georgian territorial claims still formally unresolved.
The 2018 date marks the 25th anniversary of the 1993 ceasefire that ended active fighting in the War in Abkhazia, a conflict that displaced roughly 250,000 ethnic Georgians and left the territory in a frozen-conflict status that persists to this day.
