Landstuhl was administratively subordinate to the Bezirksamt Kaiserslautern, making this one of the more bureaucratically indirect Notgeld issues of the 1923 hyperinflation — an outlying office of a district authority issuing emergency currency in its own name rather than the parent body's. At the peak of the inflation, such sub-municipal and sub-district issuers proliferated out of simple necessity: denominations became obsolete within days, and waiting for centralized authorization was not practical.

The official stamp serves as the primary authentication device, a common solution when specialized printing resources were unavailable at the local level.
