This note belongs to the vast wave of Notgeld issued by German municipalities during the hyperinflationary collapse of 1923, when Reichsbank currency became functionally worthless faster than it could be printed. Koblenz — under French occupation since 1919 as part of the Rhineland demilitarized zone — occupied an unusual administrative position at the time of issue, with local German authorities still managing civil finances under Allied oversight.
The 100,000 Mark denomination, staggering by prewar standards, was already losing practical value within days of printing. By late 1923 it wouldn't cover a tram fare.
