Andernach's 100,000 Mark emergency note was issued during the hyperinflationary collapse of 1923, when municipal governments across Germany were forced to print their own notgeld simply to make payroll and keep local commerce functioning. The Reichsmark's purchasing power was deteriorating so fast that denominations which seemed extraordinary in January were routine by August.

Three signatories — unusual for a small Rhenish city administration — likely reflects the occupied Rhineland's particular administrative arrangements under the post-Versailles inter-Allied commission, which complicated ordinary municipal authority.
