Zwickau's municipal council was one of hundreds of German local authorities forced into emergency currency issuance during the hyperinflation of 1923, when the Reichsbank could not print fast enough to meet demand. These Notgeld issues at six-figure denominations were a stopgap — merchants needed something to make change and meet payroll, and by mid-1923 the interval between a denomination becoming necessary and becoming useless was sometimes measured in days.
Printed locally, which typically meant cruder production than the lithographed issues coming out of established security printers. Zwickau's industrial base — coal, textiles, and early automobile manufacturing — made it a working city with real circulation pressure, not a tourist town printing collectible novelties.
