Herne's municipal administration — the Magistrat — was among hundreds of German local authorities forced to print their own emergency money in 1923 as hyperinflation outpaced the Reichsbank's ability to supply adequate currency. These Notgeld issues were a practical response to a genuine shortage of circulating notes: workers needed to be paid, and the face-value denominations available simply couldn't cover a loaf of bread.
By the time 100,000-Mark notes were being issued at the municipal level, the figure was already depreciating faster than the ink could dry. Within weeks, the same issuers would be overprinting or replacing them with denominations in the millions.
