Greece's wartime occupation administrations required new financing instruments as the currency collapsed under Axis-enforced inflation. By mid-1943, the drachma had lost any credible store-of-value function, and the Agricultural Treasury Bonds were a fiscal mechanism layered on top of the conventional note-issuing structure — effectively state debt instruments circulating as money.
Third issue of the type. Pick 143 is frequently found with pinholes and handling folds consistent with administrative use rather than retail circulation — these passed through offices and ledger rooms, not market stalls.
