Oggersheim was a small Ludwigshafen suburb with no particular claim to monetary authority, yet by August 1923 the Stadtkasse — essentially the municipal cashier's office — was issuing hundred-million Mark notes simply to meet weekly payroll. This was not unusual in the Ruhr inflation peak: hundreds of German municipalities, factories, and savings banks printed their own emergency currency (Notgeld) because the Reichsbank could not physically produce and distribute denominations fast enough to match the daily collapse in purchasing power.
H. Riebsam was a local printer pressed into emergency service. The speed of production almost certainly meant minimal security features.
