China's Lunar Gold series has been issued annually since 1981, making the 1999 Rabbit the nineteenth installment. Production of these issues is handled by the China Gold Coin Corporation under authorization of the People's Bank of China, with blanks struck at multiple facilities — the absence of a mint mark on most issues makes definitive attribution to a single facility difficult for this year specifically.

The 1/10 oz denomination was introduced to the series to broaden collector accessibility, and 1999 examples were distributed through both domestic and international channels, with Singapore and Hong Kong serving as primary secondary markets.
