China's lunar silver series of this period was produced at multiple mints simultaneously, with pieces from the Shenyang and Shanghai facilities often distinguishable only by a small mint mark — a detail overlooked by many early collectors and one that still drives attribution disputes. The 1991 goat issue appeared during a transitional moment for the series, as the People's Bank was beginning to adjust mintage ceilings in response to growing international collector demand that had caught planners off guard in the late 1980s.
