Issued two years before the actual handover, this coin was part of a series the Chinese Mint released in anticipation of the July 1, 1997 transfer of sovereignty from Britain — a deadline fixed by the 1984 Sino-British Joint Declaration. Beijing began commemorating the event well in advance, a calculated projection of confidence that the negotiations were settled and irreversible. The 1995 date places it among the earliest pieces in that run.
