Chongqing's elevation to direct-controlled municipality status in March 1997 was driven by the Three Gorges Dam project — the central government needed a separate administrative unit capable of managing the resettlement of over a million displaced residents from the reservoir zone without going through Sichuan Province. The decision was politically contentious; Sichuan lost its largest city overnight.

This coin was issued the same year the municipality was formally established, making it one of the earliest commemoratives tied directly to Three Gorges infrastructure politics rather than dynastic anniversaries or Olympic programming.
