The 2009 Chinese silver Panda series marked the program's 28th year of continuous issue — one of the longest-running annual bullion programs of any modern sovereign mint. China's Gold Coin Corporation, which oversees distribution, has consistently limited annual mintages on the 1-oz silver Panda, contributing to the series' secondary market premiums that routinely exceed those of comparable sovereign bullion coins from Perth or the Royal Mint.

KM#1891 corresponds to the Temple of Heaven reverse variant standard to this year's issue, with the obverse Panda design changed annually per program rules — a deliberate policy adopted in 1987 to distinguish the series from static-design bullion competitors.
