Central vignette shows a riverside landscape with boats and distant buildings; serial number C211198 appears twice in the upper field flanking the bank title 北海銀行 (Bank of Pei Hai). Two red official seal impressions appear in the lower centre, with the date inscription 中民國三十四年 (Republic of China Year 34) along the bottom margin; denomination 拾圓 (10 Yuan) is rendered in large characters on both sides of the central vignette, with 山東 (Shandong) inscribed vertically at the outer left and right margins. |

The Bank of Pei Hai was a Communist-controlled regional bank operating in the Shandong-Bohai border region, and its notes circulated in areas contested between Japanese occupation forces, Kuomintang units, and the Eighth Route Army simultaneously. Notes issued in 1945 were printed under genuine wartime duress — facilities were mobile, paper supplies inconsistent, and print runs interrupted. This accounts for the significant variation in paper quality and impression sharpness found across surviving examples of the S3582 series.
After 1949, Pei Hai notes were redeemed at fixed rates into Renminbi, but redemption in rural Shandong was uneven, and many notes simply never made it back into official hands.
