The Bank of Pei Hai (北海银行) was the principal currency-issuing body of the Shandong-Jiangsu liberated zone, operating under direct Communist Party administration. Established in 1938, it functioned as a wartime financial instrument for the Eighth Route Army's base areas, and its notes circulated in territory that changed hands repeatedly between Japanese forces and Communist-held districts throughout the war.
By 1945, the bank was producing notes across multiple regional branches with inconsistent printing resources, which accounts for the numerous catalog variants within this series — S3582A being one of several closely related 10 Yuan emissions distinguished primarily by paper stock and overprint differences.
