The Bank of Pei Hai (北海银行) was the currency authority for the Shandong-Jiangsu liberated zone, operating under CCP administration during the Second Sino-Japanese War and the subsequent civil war period. It was one of several regional "border area" banks established to fund military operations and stabilize local economies in Communist-controlled territory — not a central institution but a deliberately decentralized one, issuing currency that circulated only within its defined zone and was not recognized by the Nationalist government.
Notes from 1944 were printed under wartime field conditions, and production quality varies considerably within the same series. Paper source, ink consistency, and block printing registration all fluctuate — not errors, but consequences of mobile press operations.
