The Bank of Chinan was one of several regional banks established under Japanese-sponsored authorities in occupied China during the Second Sino-Japanese War. It operated in Shandong province under the Reformed Government and later the Wang Jingwei regime's broader puppet banking network — issuing currency that was, by design, intended to displace Nationalist fabi and integrate occupied territory into the Japanese-controlled monetary sphere.

The S3069 series exists in multiple signature combinations, making the "E" variant a narrower collectible than the parent listing suggests. Collector interest in puppet bank issues has grown considerably, but authentication warrants care — wartime paper quality was inconsistent and period forgeries circulated alongside legitimate notes.
