Liu Shaoqi served as China's head of state from 1959 until the Cultural Revolution consumed him. Denounced by Mao as a "capitalist roader" and "traitor," he was expelled from the Party in 1968 and died under house arrest in Kaifeng in 1969 — denied medical treatment, his body reportedly unrecognized by the guards who buried it under a false name. Posthumous rehabilitation came in 1980, and the Party's reassessment has held ever since, making commemorative issues like this one a form of official historical revision as much as numismatic production.
The 1998 centennial series was part of a broader PRC pattern of honoring rehabilitated figures through the coin program.
