Comments

The National Liberation Front issued this note in 1968, but it was never put into circulation — hence the "unissued" designation that defines the entire R-series. The NLF's parallel currency program was partly psychological, intended to demonstrate administrative legitimacy in contested territory, and partly practical, anticipating zones of full political control that never fully materialized before reunification rendered the project moot.

P#R1 is the lowest denomination in the series and among the rarest survivors, precisely because unissued stocks were not distributed and their post-1975 fate was largely undocumented.
