A horizontal panel across the centre of the field bears the Chinese inscription '祝贺97香港回归中国' (Congratulating the Return of Hong Kong to China in 1997). The lower half presents the Hong Kong skyline as seen from the harbour, with recognisable skyscrapers and the distinctive lattice transmission tower rendered in fine detail, with stylised waves in the exergue. |

Issued to mark the July 1997 handover of Hong Kong from British to Chinese administration, this is an unusual piece of North Korean commemorative output — Pyongyang producing silver for a geopolitical event in which it had no formal role, pitched squarely at the international collector market rather than domestic circulation. North Korea's commemorative mint program expanded aggressively through the 1990s as a foreign currency earner, with dozens of themes having nothing to do with Korean history.
KM#98 was struck at the Boyul mint and distributed through overseas dealers, never intended to pass through North Korean hands.
