The 13th World Festival of Youth and Students was held in Pyongyang in 1989, and North Korea minted heavily around that event. This 1995 issue likely commemorates ongoing state-promoted athletic and cultural programming rather than a specific international competition — by the mid-1990s, North Korea had become largely isolated from genuine international sporting circuits, and these commemorative issues served a domestic propaganda function as much as anything numismatic.
