Hanghua Youchao is a joint Sino-North Korean enterprise, and coins commemorating its anniversaries belong to a category of North Korean issues produced almost exclusively for foreign collectors and hard-currency dealers — they have no meaningful domestic circulation in a country where the won is tightly controlled and ordinary citizens rarely handle commemorative coinage. The DPRK's Foreign Trade Bank has used such issues since the 1970s as a quiet mechanism for extracting convertible currency from numismatic markets abroad.
