North Korea's post-2009 currency reform — which effectively wiped out private savings by capping the exchange of old won at a rate that rendered most holdings worthless — created sustained pressure on the regime to demonstrate monetary stability it could not actually deliver. Commemorative brass issues from this period circulated almost exclusively as state-controlled collectibles, insulated from the dysfunction of the domestic economy by design.
