North Korea's 2002 note series was issued ahead of the limited market reforms introduced under Kim Jong-il that same year — modest adjustments to the command economy that ultimately changed little about how currency actually functioned in daily life. The won remained non-convertible, and the parallel use of foreign currency in special shops meant domestic notes like this circulated within a tightly constrained system.
