Maribor's postwar emergency issues of 1919 belong to a chaotic interlude when the newly proclaimed State of Slovenes, Croats and Serbs had absorbed the formerly Austrian city but central monetary authority had not yet caught up with the political reality. Municipal governments across the region filled the vacuum themselves. Maribor's series — denominated in vinarjev, the Slovene adaptation of the Austrian Heller — was authorised under the signature of the Vladni komisar, a provisional administrative title reflecting that the city was still under transitional governance rather than fully integrated municipal control.
The vinar itself had a short life. Once the Yugoslav dinar was consolidated as the sole currency, these local issues were demonetised quickly, and most were simply discarded.
