Vanuatu's commemorative program in the 1990s leaned heavily on Olympic tie-ins, a strategy common among small Pacific island nations whose mints — typically the Pobjoy Mint or the Royal Australian Mint — actively solicited these contracts as a reliable revenue stream. The 1996 issue coincides with the Atlanta Games.
