Vanuatu's Reserve Bank has periodically licensed its coinage for foreign-market collectibles with no intended domestic circulation — this piece is one of those issues. The Obama design was produced in 2009 to capitalize on international enthusiasm following his January inauguration, and was never a product of the Vanuatu government's monetary policy in any meaningful sense. Dozens of small-nation mints participated in similar arrangements that year.
The 10 Vatu face value is nominal. These coins moved through the numismatic trade, not the archipelago's cash economy.
