Samoa's Olympic commemorative program of the early 1990s was largely driven by external minting houses targeting the collector market rather than any domestic sporting ambition — the islands had virtually no shot put tradition. These issues were produced in quantity for wholesale distribution through coin dealers, not for circulation, and Samoa itself saw little of the revenue.
