Tanumafili II, who authorized this issue, had a direct personal connection to Churchill — he was among the Commonwealth heads of state who attended Churchill's state funeral in January 1965, one of the largest gatherings of world leaders the twentieth century had seen to that point. The Samoan commemorative program of the early 2000s leaned heavily on figures of Allied significance, reflecting Samoa's own wartime history as a New Zealand-administered territory during both world wars.
