This issue commemorates the 1973 visit of Malietoa Tanumafili II to the Vatican — the first reigning head of state to meet Pope John Paul II after his election, though here the occasion marked is distinct: the presentation of a shamrock, a St. Patrick's Day tradition in which the Irish Taoiseach formally gifts the U.S. President or, in diplomatic variants, other heads of state.
