Wilhelm Solf served as Governor of German Samoa from 1900 to 1911, and his relationship with the Samoan population was notably conciliatory by colonial standards — he actively opposed land alienation policies and clashed with the German planter community over their treatment of Samoan laborers. The choice to feature him on a Samoan commemorative nearly seven decades after German colonial rule ended is genuinely unusual, reflecting a specific strand of postcolonial reassessment rather than any continuous official affection.
The 1980 issue was produced during Tanumafili II's long tenure, which ran from independence in 1962 until his death in 2007.
