Tanumafili II, who appears on this issue as co-Head of State alongside Malietoa, was the longest-serving head of state in the world at the time of his death in 2007 — a tenure that began at independence in 1962. The 1979 Cook bicentennial issues were part of a broader Pacific-wide commemorative program tied to the 200th anniversary of Cook's 1779 death at Kealakekua Bay, Hawaii, producing a flood of .500 silver pieces from mints serving small island nations with limited domestic striking capacity.

Samoa's issues in this series were struck by the Royal Australian Mint. The .500 fineness was a cost compromise common to the era's commemorative market.
