Beschrijving voorzijde The obverse is dominated by a teal and multicolour guilloche underprint, with a large central vignette in intaglio-style rendering of three athletes — a female weightlifter in mid-lift at centre, flanked by boat racers to the left and a rugby player to the right — set within a circular frame. To the left, a transparent window carries the official logo of the XVI Pacific Games 2019 with the motto "One in Spirit | Tasi i le Agaga", alongside a diamond-shaped optically variable device. Issued to mark Samoa's hosting of the XVI Pacific Games in July 2019, this commemorative note was the first polymer issue from the Central Bank of Samoa, shifting from the country's established cotton-paper series. De La Rue's Safeguard substrate was a deliberate choice for a limited commemorative run — durable, harder to counterfeit, and visually distinct from circulating paper notes of the same denomination.

The Pacific Games had last been held in Samoa in 2007, making the 2019 edition a significant return. Pick 45 circulated alongside standard 10 Tālā notes, which remained in issue concurrently.
