Halley's Comet last reached perihelion in February 1986, and the wave of commemorative issues it generated continued well into the 1990s as mints worked through licensing arrangements and collector demand. Samoa's entry arrived nearly a decade after the event itself — not unusual for smaller issuing authorities working within the Pacific commemorative market of that period.
The comet won't return until 2061.
