Western Samoa's Monetary Board was established in 1974, replacing the Bank of Western Samoa as the currency authority — a structural decision that left the country with an unusually short-lived issuing framework, since the Central Bank of Samoa eventually absorbed these functions in 1984. The P#22 sits within that ten-year window of Monetary Board issue.
Thomas De La Rue had printed Samoan currency since the tālā's introduction in 1967, giving this series a continuity of production that the institutional changes on the issuing side did not reflect. The watermark remains the sole documented security feature for the type — no security thread, no fluorescent inks.
