Bangladesh Bank's early note series was printed by De La Rue as the young republic — independent only since 1971 — worked to establish stable currency infrastructure following the catastrophic economic disruption of the Liberation War and its aftermath. The 1978 series represented a consolidation effort, replacing provisional and transitional issues that had circulated under difficult conditions since independence.

P#21 is watermarked but carries no other documented security features, reflecting the modest specifications typical of smaller-denomination orders placed with De La Rue by newly established central banks during this period.
