Amsterdam struck this issue in 1578 under the authority of the newly installed Calvinist city government, which had seized control just months earlier during the Alteration — the bloodless coup of May that expelled Catholic magistrates and aligned the city permanently with the Dutch Revolt. The coin's monogram reflects civic rather than royal authority at a moment when Habsburg legitimacy over Holland was effectively collapsed in practice if not yet in law.
Delmonte S#197 is genuinely scarce in any grade. Amsterdam's emergency and fractional silver issues from this transitional period suffered heavy melting once the province's coinage was rationalized under the States of Holland.
