Issued as part of the National Bank's ongoing commemorative program, this piece appeared during a period of significant political turbulence in Kyrgyzstan — the 2010 revolution and subsequent ethnic violence in Osh had left the country drafting an entirely new constitution, adopted in June of that year. A children's-themed release in 2011 carried an unmistakable nation-building subtext.
