The Commonwealth of Independent States was established in December 1991 as the Soviet Union formally dissolved, with Kyrgyzstan among the founding signatories of the Alma-Ata Declaration. The CIS has remained a contested institution — more a managed divorce than a functional union — and Kyrgyzstan's continued membership reflects the practical dependencies of a landlocked economy still oriented around Russian trade corridors and labor remittance flows.
