The lion's right forepaw raises the Lorraine cross-staff, a dynastic emblem of the House of Habsburg-Lorraine, rendered in bold relief. The quartered Milanese coat of arms appears on the escutcheon below the lion. The circumferential Latin legend IVSTITIA ET CLEMENTIA encircles the central device, separated from the beaded inner border.
